  IMPLEMENTASI PROGRAM PERBAIKAN RUMAH TIDAK LAYAK HUNI (RUTILAHU) DI DESA WANASABA KIDUL KECAMATAN TALUN KABUPATEN CIREBON (Studi Implementasi Peraturan Gubernur Provinsi Jawa Barat Nomor 46 Tahun 2015 ) Dewi Khoirunnisa Prodi S1 Ilmu Pemerintahan, Fakultas Ilmu Sosial dan Ilmu Politik Universitas Muhammadiyah Cirebon Dewikhoirunnisa21@gmail.com Abstrac : The purpose of this study was to determine the implementation of the Uninhabitable House assistance program in Wanasaba Kidul Village. This type of research is qualitative research with descriptive methods. The data collection techniques are observation, interviews, and documentation. The data collection technique used by the authors in this study is purposive sampling. Then the data obtained by dialanisis qualitatively by referring to the results of interviews with the theoretical approach proposed by Merilee S. Grindle who proposed the first dimension, namely the content of the policy and the second dimension, namely the implementation environment. The result of this study is to find out the problems in the implementation process of the Uninhabitable Houses program in Wanasaba Kidul Village, from the content of the Uninhabitable House program policy which is seen from the importance of making the program to ease the economic burden, the benefits that can be felt by beneficiary families, the disadvantages and advantages of implementing the program, to the financial and human resources used in implementing the program. The implementation environment of the Uninhabitable House program involving other institutions such as the Activity Implementation Committee which helps beneficiary families in complying with the rules and carrying out the program properly It can be concluded that the Implementation of the Uninhabitable House Repair Program (Rutilahu) in Wanasaba Kidul Village in an effort to improve community welfare with the role of the surrounding community in the form of community self-help is very important for mutual involvement, although the implementation went well, there were several problems that occurred. Keywords : Implementation, Uninhabitable House Assistance, Welfare Abstrak : Tujuan penelitian ini adalah untuk mengetahui implementasi program bantuan Rumah Tidak Layak Huni di Desa Wanasaba Kidul. Jenis penelitian ini adalah penelitian kualitatif dengan metode deskriptif. Adapun teknik pengumpulan data secara observasi, wawancara, dan dokumentasi. Teknik pengumpulan data yang digunakan penulis dalam penelitian ini adalah purposive sampling. Kemudian data yang diperoleh dialanisis secara kualitatif dengan mengacu dari hasil wawancara dengan pendekatan teori yang dikemukakan oleh Merilee S. Grindle yang mengemukakan dimensi pertama yaitu isi kebijakan dan dimensi kedua yaitu lingkungan implementasi. Hasil dari penelitian ini adalah mengetahui permasalahan dalam proses implementasi program Rumah Tidak Layak Huni di Desa Wanasaba Kidul, dari isi kebijakan program Rumah Tidak Layak Huni yang dilihat dari kepentingan dibuatnya program untuk meringankan beban perekonomian, manfaat yang dapat dirasakan keluarga penerima manfaat, kekurangan dan kelebihan dari pelaksanaan program, hingga sumber daya finansial dan manusia yang digunakan dalam pelaksanakan program. Lingkungan implementasi pelaksanaan prgram Rumah Tidak Layak Huni yang melibatkan lembaga lain seperti Panitia Pelaksana Kegiatan yang membantu untuk keluarga penerima manfaat dalam mematuhi aturan dan melakanakan program dengan baik. Dapat disimpulkan Implementasi Program Perbaikan Rumah Tidak Layak Huni (Rutilahu) Di Desa Wanasaba Kidul Dalam Upaya Meningkatkan Kesejahteraan Masyarakat dengan peran masyarakat sekitar dalam bentuk swadaya masyarakat sangat penting untuk saling terlibat, walaupun dalam pelaksanaan berjalan dengan baik, namun ada beberapa permasalahan yang terjadi.
